Children’s Vision legislation update

Senate Bill 402, introduced by Senator Holly Mitchell (D – Los Angeles), requires children to receive a comprehensive eye exam before kindergarten or when they first enter school, and every two years thereafter until age 8. This measure is sponsored by the State Board of Optometry. COA is in support of this bill and has suggested amendments to strengthen the bill.

The current school vision screening process is inadequate. Studies have shown that vision screenings miss 33 percent of children with significant vision and eye health problems Comprehensive eye exams are needed to ensure every child has the full potential to learn and perform in school.

SB 402 is one of COA’s legislative priorities. As you know, COA has always promoted the importance of requiring comprehensive eye exams for children. This year presents itself as a real opportunity to get this life-changing legislation passed as various stakeholders are joining together to advocate for the passage of SB 402.

The bill is scheduled to be heard by the Senate Education Committee on Wednesday, April 15. If your senator serves on this committee, please send in a letter of support before the hearing.
